How do I make my PC have HDTV and RCA inputs?

I am planning on moving to an apartment using my PC as my entertainment center. Using my TV I would like to hook up my Wii and an HDTV tuner. I am assuming that I would need a specific video card to do this. What video card (or features in one) would I need? How can I get the HDTV signal (what type of tuner should I get?) to play on my monitor (my monitor is capable of displaying a HD signal).

    You really don’t want to connect your game console to a TV tuner. It will work…but the TV tuner introduces about a second delay between what your console is doing and what is displayed on the screen. It’s not much, but can cause Mario to fall off a ledge before you’ll be aware of what’s going on.

    Realistically, you’re going to want a monitor that has these HD inputs. However these can cost more than a separate HDTV.
